Plugins. Lightroom or Photoshop?

Since acquiring the latest version of Photoshop, I find myself with a new dilemma. When purchasing 3rd party processing add-ins, what platform should I choose? Lightroom or Photoshop?

I have a LONG way to go before I’ll feel proficient in Photoshop and still do the majority of my post processing within the confines of Lightroom.  From that respect Lightroom feels like the right choice.  Most of the the plugins I’ve seen, however, seem to be developed for Photoshop first.  By that I mean every LR plugin I use exports the image out to a separate interface used by the plugin.  My perception is that there seems to be tighter integration within Photoshop so you don’t necessarily need this “export” step.  Is that correct?
